Asphalt Shingle Roofs
The Virginia Residential Code names one material standard for an asphalt shingle. R905.2.4 says they shall comply with ASTM D3462, and that is the whole of it.

Metal Roofing
One code argument for metal on an existing house is worth hearing first. R908.3.1 allows a complete, separate roofing system such as standing seam, one carrying its loads to the structure rather than leaning on what is underneath, to go on without a tear-off.

Tile Roofing
Tile is uncommon in this part of Fairfax County and an honest roofer leads with that rather than a gallery. Where it exists it is usually concrete tile on a nineteen-nineties or later house at the larger end of the market, and essentially never original to a Reston cluster.

Flat & Low-Slope Roofing
This is the page where the code changes the answer outright. R905.2.2 permits asphalt shingles only on slopes of two units in twelve or greater, and from two up to four in twelve it requires doubled underlayment.

Roof Coatings & Sealing
We turn down most of the coating work we are asked to quote, so it is fair to lead with that. If somebody offered to spray a sealer over your shingles and add ten years, decline it.

Roof Ventilation & Attic Airflow
Ventilation is where the code floor and a working roof part company. R806.2 sets minimum net free ventilating area at one one-hundred-fiftieth of the vented space, and allows one three-hundredth only when exhaust is placed correctly.

A skylight replaced in its existing opening is among the least supervised jobs on a house. It needs no permit, draws no inspection, and touches the one detail where sealant holds for two winters and then stops.

Gutters & Downspouts
Gutters sit almost entirely outside the building code, which is the most useful fact about buying them. R903.4 only reaches roof drains where a roof is not sloped to drain over its edges, which is almost no house here.

Fascia & Soffit
Soffit is not trim. It is half the ventilation calculation for the roof above it, and on most houses we open here it is the half that has stopped working.

Chimney Flashing
Here is the rare page where the code minimum is exactly right, and it fails only because nobody checks. R903.2.2 requires a cricket on the ridge side of any chimney or penetration wider than thirty inches, measured perpendicular to the slope.

Emergency Roof Tarping
A tarp needs nobody's permission, no permit and no inspection, and under Virginia's licensing thresholds a job at or under a thousand dollars falls below even the smallest contractor class. So it should be the first move every single time.

Commercial Roofing
There is a clause in the reroofing rules that quietly decides the fate of most commercial roofs here, and almost nobody prices against it. R908.1 exempts reroofing from the minimum design slope where a roof already provides positive drainage, and from adding secondary overflow drains to an existing roof.

Virginia gives Fairfax County less say over your roof than most owners assume. Section 36-98 of the Code of Virginia makes the statewide building code supersede county building regulations outright, and it expressly overrides local ordinances that would require particular building materials or finishes on a single-family house. The county enforces the state minimum and is not permitted to ask for more.
So a passed inspection here certifies one thing: the floor was met. Everything that decides how long a roof actually lasts sits above that floor and is nobody's requirement but ours. We print both columns. The left is what the code obliges; the right is what we install, priced line by line so you can decline any of it.

Four fasteners per shingle, one layer of underlayment, no drip edge requirement because Virginia deleted that section, and the ice barrier Fairfax County does designate. That is the left column: everything a permit, an inspector or a competing bid can be held to, and nothing more.

Frequently Asked Questions
Do I need a Fairfax County permit to replace my roof in Reston?
Often not, which surprises people. The Virginia Construction Code exempts replacement of roof covering on a house from the permit requirement, and Fairfax County's own guidance lists replacement of roof shingles as work that does not need one.
Structural repair does need a permit, and so does replacing more than 256 square feet of decking, or any decking that had to be fire-rated when the house was built, which on an attached home it did.
We establish which of those applies before we quote, and the county's permit library does list re-roofing under its residential miscellaneous permit, so we confirm with Land Development Services rather than assume.
Reston has no town government. So who actually decides what goes on my roof?
Two different bodies, and only one of them is a government. Reston is unincorporated, a census-designated place with no municipality of its own, so Fairfax County governs it through the Board of Supervisors and the Hunter Mill District.
Separately, the Reston Association is a private Virginia nonstock corporation that governs by a deed of dedication recorded in the county land records, and a re-roof counts as an exterior alteration requiring Design Review Board approval under those design covenants. The association has no permitting power and no inspectors.
The county has both and, on most shingle work, chooses not to use them.
Is an ice barrier actually required by code in Fairfax County?
Yes, and it is worth understanding why, because it is the one roofing decision the county genuinely gets to make. Section R905.1.2 requires an ice barrier only where the local jurisdiction has designated it in Table R301.2, and Virginia prints that table blank for the locality to fill in. Fairfax County's published design criteria answer yes.
The City of Alexandria, fifteen miles away in the same climate, answers no. Same statewide code, opposite entries, because that table is the only place a Virginia locality is allowed to write anything about your roof.
Can a contractor legally shingle over my existing roof here?
Sometimes, yes. R908.3 defines a replacement as stripping every layer down to the deck, but R908.3.1 separately permits a roof recover in listed circumstances. R908.3.1.1 then rules it out on a covering that is water soaked or deteriorated, on slate, on tile of any kind including asbestos-cement, and on any roof already carrying two applications.
Inside those limits a second layer can be perfectly lawful. We do not install them, and we would rather tell you that another contractor can do it lawfully than pretend the law forbids it.
Does Virginia license roofing contractors?
Yes, at the firm level. The Board for Contractors issues Class A, B and C licenses by project value, and 18VAC50-22-30 defines roofing contracting as a specialty abbreviated ROC, granted on a trade examination. Roofing is not a tradesman trade the way electrical, plumbing and HVAC are, so there is no individual journeyman or master card to ask for.
Section 54.1-1111 bars a building official from issuing a permit without a license number on the application. Fairfax County adds its own home improvement contractor license, with a surety bond, for Class C firms and smaller work.
My carport roof is nearly flat. Can it take shingles?
Probably not, and this is the most common thing we correct in Reston. R905.2.2 permits asphalt shingles only at two units in twelve or steeper, and requires doubled underlayment from two in twelve up to four. A great many connector, carport and entry roofs through the original clusters sit below that and were shingled anyway.
Replacing them in kind is not lawful work. Below two in twelve the answer is a welded membrane, and we bring a pitch gauge so the conversation is about a measurement rather than an opinion.
